3RS & Works Committee Terms of Reference

  1. To oversee the 3RS and other capital work projects from planning, project implementation to successful completion of the project on time and within budget including:
    1. to advise and make recommendations to the Board on all key works-related matters relating to the 3RS and other capital works projects including inter alia, design, preparation works, project scope and phasing issues, cost control, risk management, contingency planning, etc;
    2. to review and approve as appropriate the procurement strategy for 3RS and other works contracts and consultancy agreements, including the work scope, procurement options, estimated cost and evaluation criteria for such works contracts and consultancy agreements;
    3. to review and approve or make recommendation to the Board as appropriate on the award of 3RS and other works contracts and consultancy agreements;
    4. to review and approve or make recommendations to the Board as appropriate on contract variations;
    5. to monitor the progress and implementation of mitigation directions/ measures and other commitments as undertaken in the 3RS EIA Report and advise on AA's execution plan;
    6. to advise on interfacing issues between 3RS and other developments within the vicinity such as NCD development as well as the existing airport operation; and
    7. to ensure smooth implementation of projects and make regular report to the Board on project progress.
  2. To make recommendations to the Board on the annual budget and the five-year plan for all capital works.
  3. Any other matters as delegated to it by the Board.
  4. The delegated authority of this Committee is HK$1,000 million for routine commitments (1); HK$500 million for non-routine commitments; and HK$100 million for consultancies.

(1) Routine commitments involve contracts/ agreements that are subject to competitive tender in accordance with AA's procurement policy and procedures, and the relevant tender award is in accordance with the tender evaluation criteria and result. Any commitment that does not meet the above criteria will be regarded as non-routine. Typical examples of non-routine commitments include those involving sole sourcing, direct negotiation, tender not being awarded to the highest scorer, etc.
