AAHK Develops Sea-air Intermodal Cargo Transshipment Model Enhancing Cargo Services for Greater Bay Area

Taking advantage of its strategic location in the Greater Bay Area (GBA) and extensive international flight network, Hong Kong International Airport (HKIA) has been an international cargo gateway for the region, handling about 75% of international air cargo from the GBA. To further enhance the time efficiency and cost effectiveness of cargo transshipment services for the GBA, Airport Authority Hong Kong (AAHK) is developing a novel model with the setting up of HKIA Logistics Park in Dongguan and a new airside intermodal cargo pier at HKIA.

Under the new intermodal model, security screening, palletisation and acceptance for GBA’s export cargo can be completed in advance in Dongguan, and then shipped seamlessly to the airside of HKIA by sea for direct air transshipment to overseas destinations, without the need to undergo security screening again at HKIA.  When the Logistics Park and the new model are fully operational, it is expected to reduce operating costs by about 50%, and handling time by about one-third.

AAHK has signed the Cooperation Framework Agreement with Dongguan Municipal People’s Government for collaboration on enhancing air cargo services in GBA, and implementing customs clearance facilitation by Mainland authorities. With the acceptance by the Civil Aviation Department of Hong Kong, all related operating procedures have been extended from Hong Kong to Dongguan. All procedures comply with Hong Kong’s air cargo security regulations, with the whole transshipment process under secured conveyance.

Security checks of exports can now conducted in Dongguan. Cargo terminal operators from HKIA will also set up their operations in Dongguan, with operators including airlines and freight forwarders moving in to provide upstream services in the future. The scope of business will also be extended to cover imported cargo.
