Invitation for Prequalification

Contract E3001 - Initial Advance Infrastructure Works at HKP (Contract E3001)

The Airport Authority (the “Authority”) is planning to establish a waste management facility for HKIA. This contract includes initial advance infrastructure works to facilitate the development of the waste management facility. This package of the works comprises Hong Kong Port (“HKP”) Closed Road realignment works and utilities provision and facilities at HKP Northeast Area, including water supply, power supply, telecommunications, E&M systems, system services, drainage and sewerage discharge (the “Works”).

Invitations to tender for this contract are expected to be issued in the 3rd Quarter of 2026. The Works are to be completed by the 1st Quarter of 2028. The procurement method for this contract, conditions for participation and tenderer selection criteria and other pertinent details are detailed in the Prequalification Invitation Document.

The Authority invites expressions of interest from organisations with PROVEN EXPERIENCE and CAPABILITY to manage and construct the Works. Suitable contractors will need to be able to demonstrate previous experience and capability in undertaking projects of similar nature and complexity.

The deadline for completing and delivering the Prequalification Submission to the Authority’s Tender Box at the lower ground floor lobby of HKIA Tower will be on 27th August 2026 at 16:30 (Hong Kong time).

The Authority will evaluate all applications using the information to be provided by the applicant in the completed Prequalification Submission and select the successful applicants at its sole discretion.

All costs associated with any submission in response to this notice shall be entirely the responsibility of the applicant.  

The procurement of the Works is covered by the Revised Agreement on Government Procurement of the World Trade Organisation.
