Invitation to Tender
Tender for the Provision of Manpower Support Service at the Hong Kong International Airport (I&RPO/L002/2025)
The Airport Authority Hong Kong (the "Authority") is responsible for the management, operation, and maintenance of the Hong Kong International Airport (the "Airport").
The Authority hereby invites tenders from interested organizations with proven experience and capability for a Licence for the Provision of Manpower Support Services at the Airport.
The Licence Period is a fixed term of 1 year, with an option for a 1-year extension exercisable by the Authority. Details of the invitation are contained in the Invitation to Tender (“ITT”). Applicants wishing to tender for the Licence should forward the following information to IRPOtenderenquiry@hkairport.com:
- Company name
- Contact person, position, email address, and phone number
Tender submission in response to the invitation must be in compliance with the requirements set out in the ITT and be submitted to the Authority’s Tender Box at the following address no later than 14:30 on 16 May 2025 (Hong Kong time). Late submission will not be accepted.

All costs and expenses incurred in connection with any response to the invitation, including the preparation and submission of an application, shall be borne entirely by the applicant without recourse to the Authority. The Authority is not bound to accept any tender and reserves the right to negotiate with any applicant.
