Invitation for Prequalification
Contract C25W07 - Airline Lounge Expansion Works at Terminal 1 (Contract C25W07)
The Airport Authority (the “Authority”) is planning to expand the existing commercially important person lounge in East Hall of Terminal 1 (“T1”) (“the Works”). The Works comprise construction of an additional decking of approximately 650 m2 at Level 7 of T1 and conversion of existing three retail shops with approximate floor area of 145 m2 on Level 6 of T1.
Invitations to tender for this contract are expected to be issued in 2nd Quarter of 2025. The Works are to be completed within a period of 18 months. The procurement method for this contract, conditions for participation, tenderer selection criteria and other pertinent details are detailed in the Prequalification Invitation Document.
The Authority invites expressions of interest from organisations with PROVEN EXPERIENCE and CAPABILITY to manage and construct the Works. Suitable contractors will need to be able to demonstrate previous experience and capability in undertaking projects of similar nature and complexity in an operating environment.

The deadline for completing and delivering the Prequalification Submission to the Authority’s Tender Box at the lower ground floor lobby of HKIA Tower will be on 26 May 2025 at 14:30 (Hong Kong time).
The Authority will evaluate all applications using the information to be provided by the applicant in the completed Prequalification Submission and select the successful applicants at its sole discretion.
All costs associated with any submission in response to this notice shall be entirely the responsibility of the applicant.
The procurement of the Works is covered by the Revised Agreement on Government Procurement of the World Trade Organisation.
