Invitation to Tender

Licence for the Operation of Arrival Commercial Lounge in Terminal 2 at the Hong Kong International Airport (EM-2026-LCL-001)

The Airport Authority Hong Kong (the “Authority”) is responsible for the management, operation and maintenance of Hong Kong International Airport (the “Airport”). The Authority hereby invites tenders from organisations with proven experience and capability for the operation of Arrival Commercial Lounge in Terminal 2 at Hong Kong International Airport.

Tender Details:

Interested organization who wishes to apply for the above licence shall write to Ms. Shirley Lo, Manager, Estate Management, Terminal & Passenger Experience, Airport Authority Hong Kong by email to ARRIVALLOUNGE2026@hkairport.com, on its company letterhead giving the name, tenderer organization address, telephone and fax number of the contact person with whom an appointment for the collection of the tender document could be made on or before 9 April 2026 noon.  

The tender document will be available for collection at the Authority’s office at Lower Ground Floor, HKIA Tower, 1 Sky Plaza Road, Hong Kong International Airport, Lantau, Hong Kong, during office hours (3:00 p.m. to 5:00 p.m., Monday to Friday excluding public holidays) from 30 March 2026 to 10 April 2026 (Hong Kong Time) upon appointment. A tender document fee (nonrefundable) of HK$500 in the form of cheque payable to “Airport Authority” drawn on a licensed bank in Hong Kong is required at the time of tender document collection.

A tender briefing with site visit is scheduled from 2:30 p.m. to 4:30 p.m. on 15 April 2026. Interested tenderers are required to register on or before 13 April 2026 noonday. Registration details will be provided upon collection of the tender document.

Tender submission in response to the invitation must be in compliance with the requirements set out in the tender document and must be deposited into the Authority’s Tender Box at Lower Ground Floor, HKIA Tower as described in the tender document no later than 2:30 p.m. on 8 May 2026 (Hong Kong Time). Late submission will not be accepted. 

All costs and expenses incurred for or in connection with any response to this invitation, including the preparation and/or submission of tender, shall be borne entirely by the party concerned without recourse to the Authority. Please note that submissions are being invited on a non-committal basis and this invitation does not constitute any part of an offer for the Authority.
