Works & Technovation Committee Terms of Reference
- To oversee major capital works, critical systems and asset alteration/ addition, technology and innovation projects, and operation and maintenance services (“Relevant Projects/ Services”) from proposal, implementation, to completion of these projects and services including:
- to advise and approve or make recommendations to the Board, as appropriate, on matters relating to the Relevant Projects and Services including, inter alia, design, advance/ enabling works, project scope and phasing, project budget, risk management, contingency planning, etc.;
- to review and approve the strategy for procuring the Relevant Projects/ Services and associated consultancies including their scope, procurement options, estimated costs and tender evaluation criteria where applicable;
- to review and approve or make recommendations to the Board, as appropriate, on the award of contracts for the Relevant Projects/ Services and associated consultancies and the contract budgets;
- to review and approve or make recommendations to the Board, as appropriate, on contract variations exceeding the latest approved contract budgets; and
- to monitor the progress of major capital works, critical systems and asset alteration/ addition projects and make regular reports to the Board, as appropriate.
- To make recommendations to the Board on the annual budget and the five-year plan for capital expenditure on Relevant Projects, and expenditure on critical systems and asset alteration/ addition.
- To perform other functions as delegated to it by the Board.
- The delegated authority of this Committee is HK$1,000 million for routine commitments; HK$500 million for non-routine commitments; and HK$100 million for consultancies.
