Business Development Committee Terms of Reference

  1. To consider and make recommendations to the Board on business strategies relating to the development of HKIA.
  2. To consider and approve or make recommendations to the Board as appropriate on:
    1. airport commercial and business development plans and proposals except for those under 3RS developments;
    2. major commercial or operation commitments including review of airport charges and other pricing and charging polices; and
    3. sustainability, PR and communication strategies.
  3. To perform other functions as may be delegated to it by the Board.
  4. The delegated authority of this Committee is HK$1,000 million for routine commitments (1); HK$500 million for non-routine commitments; and HK$100 million for consultancies.

(1) Routine commitments involve contracts/agreements that are subject to competitive tender in accordance with AA's procurement policy and procedures, and the relevant tender award is in accordance with the tender evaluation criteria and result. Any commitment that does not meet the above criteria will be regarded as non-routine. Typical examples of non-routine commitments include those involving sole sourcing, direct negotiation, tender not being awarded to the highest scorer, etc.
