Manager, Procurement (Ref: PROC13-0034-W-01)


  • Lead a team to deliver procurement service in a timely, quality and effective manner
  • Partner with internal user departments and external parties to develop sourcing strategy (such as supply planning, supplier positioning, etc) for key purchases
  • Manage and monitor the procurement process from pre-tender through contract award
  • Ensure smooth execution of the tender processes and maintain process integrity and compliance in accordance with corporate policies
  • Responsible for the implementation and management of the department’s applications and systems


  • Degree holder in Business Administration, Procurement & Supply, Quantity Surveying or related disciplines
  • Member of Hong Kong Institute of Surveyors (HKIS), Chartered Institute of Purchasing and Supply (CIPS) or equivalent is preferred
  • Minimum of 10 years’ relevant experience in sizable organization 
  • Solid experience in the tendering for systems, maintenance and works contract is required
  • Sound knowledge of Enterprise Resourcing Planning (ERP) system, e.g. Oracle Financial / Procurement System would be an advantage
  • Excellent communication, influencing and negotiation skills
  • Good understanding and interpretation of World Trade Organization (WTO) / Agreement on Government Procurement (GPA) governance and compliance
  • Excellent command of both spoken and written English and Chinese.  Proficiency in Putonghua is a plus
