General Manager, Procurement (Ref.: PROC12-0189-W-01)
Reporting to the Executive Director Finance, the successful candidate will be responsible for spearheading the Procurement Department in delivering all procurement activities to support the Authority’s operations, business and growth projects. Working as a key team player s/he will also be responsible for the development and implementation of the corporate procurement strategies, policies, procedures and guidelines with the aim of achieving balance between corporate governance, control, ethical practises and efficiency in all the Authority’s procurement activities.
The successful candidate will create visions for the procurement function with tactical execution plan including market intelligence, cost saving opportunity, supplier alternatives, and best-in-class procurement disciplines/systems/processes with effective control. S/he will formulate/drive implementation of corporate strategic procurement plan, monitor progress against business objectives, manage relationship with suppliers and ensure high quality and value delivery. S/he will also manage procurement operating budget, identify and implement business process improvements in standards, procedures, platforms and people capabilities to substantiate the Authority’s strategy sourcing model.
The successful candidate should be a Degree holder in a relevant discipline with a minimum of 20 years’ procurement experience in a statutory organization or sizable company; of which 10 years in a position with senior management responsibility. S/he should be a member of the Chartered Institute of Purchasing & Supply or equivalent; with proven experience in driving the corporate procurement strategies. S/he should be a leader with the ability to combine high level strategic decision making with detailed planning and project management, and be adept at working in a team and dealing with people; and an excellent communicator with strong business acumen and sophisticated stakeholder relationship management skills. Ideally s/he should also be familiar with the practices governed by World Trade Organization/Government Procurement (Agreement). Apart from an excellent command of spoken and written English and Chinese, s/he should also be an innovative, resourceful and dynamic professional with unquestionable ethical standards.
