To exercise the functions and responsibilities of the Board between regular Board meetings (except those functions specified in Section 9 (7) in the AA Ordinance). |

Without affecting the generality of (1) above, to undertake the following functions: |

| (a) |
to ensure coordination of the activities among the Board committees; |
| (b) |
to serve as a sounding board for the Chairman of the Board in the leadership and oversight of the business and affairs of the Authority; |
| (c) |
to oversee the rolling 5-year Business Plan and Financial Plan, and the issues which are associated with the realisation of the Plan. |
