Contract P150 – Planning, Procurement and Risk Assessment Consultancy Services (Contract P150)
The Airport Authority Hong Kong (the “Authority”) is conducting planning studies on the expansion of the Airport to include a third runway and an additional passenger concourse on a reclamation platform to be formed north of the existing airport island at Chek Lap Kok, Lantau, Hong Kong.
The planned airport expansion project (the Project) is substantial including a new reclamation platform of approximately 650 hectares, expansion of the existing Terminal 2 into a full processing terminal, a new passenger concourse, all airfield infrastructure including a third runway, taxiways, aprons, airside roads, vehicular tunnels, storm water culverts, drainage and airfield systems (such as aviation fuel supply, airfield ground lighting, high mast lighting, etc), automated people mover system, baggage handling system, ancillary buildings, utility services, road network, etc. All construction works are to be carried out within a live and busy airport environment.
As part of the planning process for the Project, this consultancy includes the provision of professional and advisory services to assist the Authority in the development and preparation of the project procurement strategy, project master programme, construction support and logistic requirements and project risk management plan.
The Authority hereby invites tenders from consultants with PROVEN EXPERIENCE and the CAPABILITY to provide the above professional and advisory services. Suitable consultants will need to be able to demonstrate previous experience and ability in the formulation of sound procurement strategies, preparation of master and detailed programmes, provision of advice on associated construction support and logistics and carrying out of quantitative and qualitative risk assessments for major infrastructure projects of similar scale and complexity.

Tenderers will be required to pay a non-refundable fee of HK$500 (in the form of a cashier order payable to “Airport Authority”) when collecting the tender documents and submit a tender bond in the amount of HK$300,000 with the tender.
Tenders for this Contract shall be submitted to the Authority not later than 14:30 (Hong Kong time) on Tuesday, 20 May 2014.
All costs associated with any submission in response to this notice shall be entirely the responsibility of the applicant.
