Contract P268 – Midfield Phase 2 and APM System Expansion and Depot Quantity Surveying Consultancy Services (P268)
The Airport Authority Hong Kong (the “Authority”) is planning to construct ten additional remote aircraft parking stands to serve the new Midfield Concourse under construction and expand the existing automated people mover (APM) system to meet future demand at Hong Kong International Airport (HKIA).
This consultancy contract will initially include the provision of design phase cost estimating and control services to support the scheme design of the following works (the Works) and establish a robust project budget:
(a) Midfield Phase 2 development woks including ten additional remote stands west of the Midfield Concourse, a cross field taxiway, associated airfield/apron systems, airside road works, extension of approximately 60m of automated people mover tunnel and expansion of the baggage handling systems (BHS) in Terminal 1 and the Midfield Concourse; and
(b) APM system expansion works, additional APM maintenance and stabling facilities and associated civil, structural, architectural, electrical, mechanical and systems works.
The scope of the Works is diverse including airfield works and systems, cut and cover tunnel, BHS expansion works, APM system expansion works, building and E&M modification works, underground APM depot, utility services, etc.
This consultancy contract will also include an option for the provision of detailed design and construction stage quantity surveying (QS) services.
Construction of the Works is planned to commence in 2015 and for completion by 2017. The scheme and detailed design of the Works are being tendered separately under Contracts P266 and P267. BHS design will be carried out under the existing Contract P260.
The Authority hereby invites tenders from QS and other suitably qualified consultants with PROVEN EXPERIENCE and the CAPABILITY to provide cost estimating, cost control and QS services to support the design and construction of the Works. Suitable consultants will need to be able to demonstrate previous experience and ability in construction cost estimating, value/cost engineering, cost planning, preparation of bills of quantities/pricing make-ups and settlement of construction contract final accounts for major infrastructure works.

Tenderers will be required to pay a non-refundable fee of HK$500 (in the form of a cashier order payable to “Airport Authority”) when collecting the tender documents.
Tenders for this Contract shall be submitted to the Authority not later than 14:30 (Hong Kong time) on 18 June 2013. The applicants will be informed of the arrangement for collecting the tender documents in writing.
All costs associated with any submission in response to this notice shall be entirely the responsibility of the applicant.
