Access Control at Terminal Buildings of Hong Kong International Airport

Access control at the terminal buildings of Hong Kong International Airport is being implemented to maintain the safe, secure and efficient operation of the airport. Until further notice, authorised airport staff may refuse admission to any person who is not a proper user of the airport.

As a reminder, the interim injunction order remains in force.

Interim injunction to restrain persons from unlawfully and wilfully obstructing or interfering with the proper use of HKIA

Airport Authority Hong Kong (AA) has obtained a High Court order for the continuation of the interim injunction order granted on 13 August 2019 ("Order") which restrains persons from unlawfully and wilfully obstructing or interfering with the proper use of Hong Kong International Airport ("Airport"). The Order, as varied, will maintain the status quo until trial or further order of the court.

Any person who neglects to obey or comply with the Order, or any person who assists or incites, aids or abets another in disobeying the Order may be held in contempt of court, and is liable to imprisonment or a fine. Enforcement proceedings may be taken to compel persons to comply with the Order.

Blocking roads connecting to the Airport may constitute acts of unlawfully and wilfully obstructing or interfering with the proper use of the Airport.

Persons are also restrained by the Order from attending or participating in any demonstration or protest or public order event in the Airport other than strictly in compliance with the Order. The Order expressly provides that nothing in the Order shall be construed as authorising any demonstration, protest or public order event contrary to the Public Order Ordinance.

Pursuant to paragraph 7 of the Interim Injunction Order dated 13 August 2019 ("Interim Injunction"), the Authority has permission in the event it considers necessary for the management or operation of the Airport to extend the Access Control Area referred to in paragraph 1(c) of the Interim Injunction to other parts of the Airport Area. The Authority has determined it necessary for the management or operation of the Airport to extend the Access Control Area to the Terminal Buildings as shown in the plans below.
